1.through cross-functional work ， write the project specificationa ccording to companys needs and regulations (internal and e_ternal).

2.through on-site inspections and evaluations， find at least 2 suppliers who can deliver the project according to companys specifications and choose one through call to tender.

3.write project contract with the supplier and implement purchase request and payment request
